핵 문제 누가먼저 풀어야 하나

이용호 북한 외무상이 유엔 총회에 나와 북한이 일방적으로 북한의 핵을 없애지 않겠다
유엔에서 북한제재를 북한 핵을 없애는 과정과 같이 보조를 마추어 풀어달라는 것이 핵심이였던 것 같습니다.

북한은 핵폭탄 실험 안한 것만으로도 큰 일을 한것이니 유엔제재를 일부라도 풀으라는 것이고 유엔측에서는 그런 것은 북한제재 원인이 아니고 북한 핵 파괴나 없애는 과정에서 외국 전문가들 이 북한에 들어가 검증하게 하야 한다는 것이고 완전히 핵위험이 없어져야 유엔제재를 풀겠다는 것입니다

북한은 핵을 없애고 싶은 진정한 마음이 있으면 유엔 전문가 사찰을 받으며 핵을 없앨 것입니다
그리고 북한이 먼저 핵을 일방적으로 만들고 실험을 했으니 국제사회에서 위험을 느끼고 유엔에서 북한제제가 되었으니 유엔 제제가 풀어지려면 북한 측에서 먼저 일방적으로 핵을 만들고 실험 한것을 먼저 핵을 없애고 실험을 먼저 안하면됩니다

유엔이나 미국 ,대한민국입장에서 북한이 핵을 파괴하지도 않고 없애지도 않는데 대북철도나 금강산관광 개성공단 가동을 할 이유가 없다고 생각합니다
미국은 미국내 과거 모기지 때문 내수경제가 마비되어 경제를 살리는 것이 비중이 크지 북한 핵제재 푸는 것이 급할 것 없고 대한민국도 40년동안 북한없이 급성장하는데 문제없이 잘 성장하고 잘 먹고 잘사는데 북한 대북사업이 급할 것은 없다고 생각합니다

북한 미국 한국 급한 나라가 먼저 해결방법을 찾아야 한다고 생각합니다
