CAMP HUMPHREYS, PYEONGTAEK, Republic ofKorea General Vincent K. Brooks, Commander of UnitedNations Command, visited Arrowhead Hill in the Demilitarized Zone, whereRepublic of Korea forces are currently conducting de-mining operations.

대한민국, 평택, 험프리 기지 - 유엔사 사령관 브룩스 장군은 한국 군이 현재 지뢰제거작업을 진행중인 비무장지대 내 화살머리고지를 방문하였다.

 

The ongoing landmine removal will enablesafe access for joint recovery of remains operations and is part of a broadereffort to reduce military tensions, prevent accidental clashes and build trustbetween North and South Korea.

진행중인 지뢰제거 작업은 공동유해발굴의 안전한 접근성을 확보하고군사긴장 완화와 우발적인 충돌 예방, 그리고 남북간의 신뢰 구축을 가능하게 할 것이다.

미국을 등에 업은 UN 은남북관계, 화합, 교류, 경제협력, 통일을 지연시키고 방해하려는 속셈이고 ,,, 자기들이 뭔데 한국에사망한 해골을 빙자해서 지나친 간섭을 하는지?

남북한은 해골바가지는 파가지고UN에 돌려주면 UN은 검사만하면 된다.

UN 니들은 비무장지대에 유전자 검사장비 가져와서 해골 유전자검사만 하라.

 

This effort to clear a routeto the historic Arrowhead Hill has my full support, said Brooks, Commander of UN Command and responsible formaintaining the Armistice in the demilitarized area.

Among the many agreed-toactions, this one is especially important

because it will result in recovering theremains of the fallen during the Korean War.

The area around this hill contains thefallen from several countries, and returning them to their countries andfamilies is a top priority for me.

유엔사 사령관인 동시에 비무장지대 휴전협정의 책임자인 브룩스장군은 “역사적인 화살머리 고지로 향하는 길목을 개척하려는 노력을 전폭적으로 지지합니다.”라고 말했다.

브룩스 장군은 또한 “많은 합의 사안 중에서도 이 조치는 한국전쟁당시 전사한 장병들의 유해 발굴을 가능하게 함으로 매우 중요합니다.

화살머리 고지 주위에는 다른 국가 장병들의 유해도 있으며, 그들을 본국으로 송환하는 것이 나의 최우선 사항입니다.” 라고 하였다.

다른 국가 장병들의 유해는 각나라 그들이 걱정 할 일, UN 은 각 나라에 동의를 얻었는가?

남북한이 각 나라마다 연락을 할것이다.

 

The demining will lead to an excavationproject as part of the comprehensive military agreement between North and South Koreas' defense ministers signed lastmonth after the third summit between President Moon Jae-in and North Koreanleader Kim Jong-un in Pyongyang.

지뢰제거 작업은 문재인 대통령과 김정은 북한 국방 위원장의 세번째 정상회담 후에 남북간 국방 장관이 서명한 남북한 군사 분야 합의서의 일환으로서 유해 발굴 프로젝트로 이어진다.

 

UNC is the home for internationalcommitments with a mandate to restore peace and security in defense of the Republic of Korea. UNC coordinates multilateralengagement, and provides a standing multinational framework for the integrationof UN Forces into the command.

유엔사는 한국의 평화 회복과 방위 복원의 의무를 가진 국제 기구이다. 유엔사는 다자 참여를 조정하고 유엔군을 사령부로 통합하는 다국적인 틀을 제공하는 역할을 한다.

[Reporters notebook] Future of UN Command is uncertain in face ofinter-Korean peace

UNC is set to expire once the Korean War isofficially over

 

Witnessing the UN Commands recent decision not to allow South and North Korea to pass throughthe Demilitarized Zone (DMZ) for a joint inspection of the Gyeongui(Seoul-Sinuiju) railway line left me with a greater sense than ever that the reason the US keeps balking[멈칫거리다, 꺼리다] at North Koreas demands for a declarationending the Korean War has to do with the command itself.

 

As is commonly known, US militaryinterventions on the Korean Peninsula occur at three levels with the UN Command(UNC), the ROK-US Combined Forces Command (CFC), and US Forces Korea (USFK). Ofthe three, the standing of the CFC and USFK is based on military allianceagreements between South Koreaand the USand has no bearing on an end-of-war declaration. The UNCs status, however, is based on an UN Security Council resolution.Passed two days after the Korean War broke out on June 25, 1950, thatresolution states the UNCs duties as repel[ling] the armed attack [on South Korea] and [. . .]restor[ing] international peace and security in the area. In other words, the UNC was set to expire once the war with North Korea wasover. Concerns that an end-of-war declaration could jeopardize the UNCs standing are not unfounded.

 

At the same time, the UNC would be adifficult organization for the USmilitary to let go of.

It is to the UNC that operational control authority for the SouthKorean armed forces was granted in the South Korea-US Agreed Minute signed inNov. 1954. The US militarys operational control over South Koreas armed forces wasinstitutionalized with the USFK commander also heading the UNC.

 

The UNC is also the legal agent for seven rear bases held by the US military in Japanfor free use in the event of an emergency on the Korean Peninsula.Any endangering of the UNCs status could createlegal problems with the use of these UNC rear bases in Japan. After adebated erupted in the 1970s with a passage of a UN General Assembly motionrecommending the UNCs dissolution,operational control over South Korean forces was handed over to the CFC(established in Nov. 1978), and the UNC became purely an administrative bodyfor the armistice agreement. Within the US military, however, there havebeen calls for the past decade or so to bring back the UNC as an organizationpursuing US military interests following the OPCON transfer.

During the Roh Moo-hyun administration inJan. 2007, then-USFK Commander Gen. Burwell Bell called for a stronger UNCommand in a press conference just before the two sides agreement on the OPCON handover.

 

Recent UN Command attempts at a makeover[양도, 또는 (사람, 장소의 모습을 개선하기 위한) 단장] have attracted attention onthe same lines.

In July, Canadas Lt. Gen. Wayne Eyre was appointed deputy commander of the UNC the first non-American to hold the post. The Financial Timesreferred to this as a revitalization of the command, noting that the UShad recently been forgoing its past practice of having CFC or USFK officialsalso holding positions in the UNC and opening them up to other participating UNnations such as Australiaand New Zealand.

The trend has been one of bringing the UNC[United Nations Command] out of the shadow[그림자에서 벗어나다] of CFC[한미 연합 사령부Combined Forces Command] and USFK[주한미군 United States Forces Korea,] and beefing up its role as an independentmilitary organization.

 

Expectations regarding the UNC were alsodetectable in remarks made at a US Senate confirmation hearing last month byUSFK Commander Gen. Robert Abrams, who said, While [South and North Korea] may continue the dialogue, all of thatwould have to be brokered and adjudicated and observed and enforced by UNCommand.

 

The US may regard any progress thatundermines the standing of the UNC as infringing on its own national interests.But no change can come from holding on to vested authority. Unclenching thatgrip is the only way to shake hands and take hold of new changes. After all,South Korean President Moon Jae-in declared after returning from his Pyongyang visit lastmonth that an end-of-war declaration would be apolitical declaration with no impact on the standing of the UN Command or USFK, adding that North Korean leader Kim Jong-un agreed on that. It doesnt seem right to get so caught up on defending this 68-year-oldauthority that we lose sight of the big picture. On Oct. 7, US Secretary ofState Mike Pompeo paid his fourth visit to North Korea. Hopefully this willmark a turning point toward a forward-thinking approach that brings the Korean Peninsulaunder a permanent regime of denuclearization and peace.
